Social capital and community amenities come up again in a discussion with Phipps Center for the Arts visual arts director Anastasia Shartin. Overlooking the St. Croix River in Hudson, the Phipps Center offers theater productions, music concerts and visual arts exhibitions for regional participants and patrons, as well as classes for all ages and skill levels. Shartin talks about how artists and others in western Wisconsin have been central to discussions about sustaining rural communities.
